Intl Tower Hill targets 2016 output at Alaska mine as interest swells

International Tower Hill Mines, which already more than 13-million ounces gold in resources at its Livengood project in Alaska, aims to have the mine in production by 2016, CEO Jeff Pontius said.

 

Shares in the company have risen more than 50% since September 30, and were trading at around C$10,07 on Wednesday afternoon, giving the firm a market capitalisation of C$855,4-million.

 

There is growing interest in the company, from other gold miners, as well as investors that are "looking for the next Osisko Mining, the next Detour Gold", amid record bullion prices, Pontius said in an interview.

 

Both Osisko and Detour found large gold deposits in Canada and saw their values grow significantly as they moved closer to development.

 

The Livengood asset does appear to be in the same class as the other two projects, Dahlman Rose & Co analyst Adam Graf said in an interview.

 

 

"This is a big deposit; it's one of just a handful of very large gold deposits out there held by juniors."

 

As ITH puts out more information about its plans for the project, "people are starting to get it", which is positive for the share price, Graf commented.

 

PAULSON, ANGLOGOLD

 

ITH has been helped in recent months by a stream of good news – the company published a preliminary economic assessment, closed a C$105-million financing in November and announced this month it has awarded key contracts for a prefeasibility study at Livengood. It has also published positive high-grade drilling results.

 

Paulson & Co participated in the offering and had a six percent stake in ITH as of November 30. Other big shareholders at the same date included Tocqueville Asset Management with 13,7% and South African gold major AngloGold Ashanti, with 11,3%.

 

ITH bought the Livengood project and some other asset from AngloGold in 2006.

 

The money raised in the offering will take the company through prefeasibility, feasibility and permitting on the Livengood project, Pontius said.

 

The firm has also been adding people with mine development and permitting experience to its team over the course of the year, and that is being recognised by the market, Pontius said.

 

Looking ahead, ITH expects to publish a new, likely increased, resource estimate in the next couple of months, followed by the prefeasibility study in the third quarter of 2011.

 

The current 13,3-million ounce total resource at Livengood is at a 0,5 g/t cut-off grade.

 

The next two and a half years will be spent on permitting and the completion of a feasibility study, with the target of having a permit in hand and being ready break ground in 2014, to allow for the first gold production in 2016, he said.

 

The project is located near a paved highway, will use grid power and the company does not expect any significant permitting issues, based on baseline studies done so far, Pontius said.

 

'KICKING THE TIRES'

 

ITH had as many as 14 confidentiality agreements signed with other parties interested in the company and its assets by mid-May this year, Pontius said.

 

By that point the firm was getting "a little nervous", so it cancelled all the agreements and developed a new, more restrictive confidentiality agreement, that deterred some parties but means that the ones still in the game are genuinely interested, he said.

 

The company has since signed about six or seven new agreements and the list includes a "good mix" between majors and mid-tier companies, Pontius said.

 

"There's lot's of people looking and kicking the tires on this project right now."

 

Dahlman Rose's Graf said that the Livengood asset could be interesting for companies looking for acquisitions.

 

"Any of the majors looking to secure an asset that looks to be substantially sized and fairly low risk," might look at it, he said.

 

AngloGold's interest in the company means that it would have "a seat at the table", but the 11% is not a blocking stake, he commented.

 

But Pontius emphasised that the company is not sitting around waiting for something to happen.

 

Besides moving Livengood forward, the company could also look at becoming an acquirer itself, he said.

 

"We're trying to build a mining company here and immediate production is important. There's some opportunities out there that we've looked at that look encouraging for us.

Copper price keeps investors keen - Zambia chamber

 

The high copper price will bring further hefty investment into the sector in Zambia next year, keeping it on track to produce an annual 1 million tonnes by 2012, the head of the body representing foreign miners said.

 

Chamber of Mines of Zambia president Nathan Chishimba said the trend seen in 2010, when Zambia attracted $2 billion in new mining investments, would continue and would further benefit from stable tax policies in the southern African country.

 

"I think the prospects for mining in Zambia... are very, very bright," Chishimba told Reuters in an interview on Wednesday.

 

"A high copper price ... permits flexibility by investors to plough back into improvements in production, improvements in efficiency and overall improvement in output.

 

"We believe these new projects, once they stabilise, will go a very long way towards achieving the 1 million tonne mark which we have set for ourselves in the next two years or so," he said.

 

London Metal Exchange copper rose to a record high of $9 447 a tonne on Wednesday when trade resumed after the Christmas break, during which U.S. futures rallied to a top fuelled by a weaker dollar and worries about supply from Chile.

 

Metals prices are expected to follow their own fundamentals during 2011, as emerging market economies drive ahead and demand recovers in developed nations, pushing copper above $11 000 a tonne, Goldman Sachs forecast this month.

 

Chishimba said the investment of $400 million into a Zambian copper project by Brazil's Vale, the world's top iron ore miner, was a vote of confidence in Zambia's mining sector, which is the largest copper producer in Africa.

 

Finance minister Situmbeko Musokotwane said in November the government had agreed to maintain the existing mining taxes for 10 years to provide stability to mining investors.

 

Chishimba said "shifting of goal posts and knee-jerk reactions" via policy changes without exhaustive consultation of industry players could pose a risk to the sector and he welcomed the stability in policies, which he said reassured investors.

 

Chishimba said it had taken $5 billion in investment over the last decade for Zambia to get back to annual copper output of more than 720 000 tonnes, and the country should strive to exceed that by attracting further investment.

 

Zambia should also bring down the cost of doing business and invest in energy and infrastructure projects to support the growing mining industry, he said.

Mining News : Riversdale agrees to $3,9bn Rio Tinto bid; rivals expected

 

Anglo-Australian miner Rio Tinto offered $3,9-billion to buy African-focused coal miner Riversdale in an agreed deal that is likely to be challenged by rivals seeking to secure coking coal reserves.

 

Rio's first big acquisition since its ill-timed Alcan buy in 2007 is a play on soaring Asian demand for the key steel-making ingredient, but needs the backing of at least one of Riversdale's three large shareholders, including India's Tata Steel and Brazilian steel group CSN .

 

While fund managers said the steelmakers may oppose Rio's offer, Riversdale's Managing Director Steve Mallyon told Reuters he expected a positive response.

 

The company's third largest shareholder, U.S.-based fund Passport Capital, had committed an unspecified number of its shares to a pre-bid agreement that gives Rio Tinto options over 14,9 percent of Riversdale's stock, Mallyon said.

 

"There has been no reaction either way although Passport has put some of its shares into the pre-bid agreement," Mallyon told Reuters. "I would think the reaction from CSN and Tata would be generally positive."

 

Tata Steel, whose Riversdale board nominee abstained from voting on the bid, declined to comment.

 

Rio, which wants access to Riversdale's coking coal deposits in Mozambique, raised its offer to A$16 per share cash on Thursday from an earlier indicative bid of A$15.

 

Resuming trade after a two-day suspension, Riversdale's shares closed 1.7 percent firmer at A$16,57, indicating investors were expecting a higher offer.

 

"I think there is a strong potential (for rival bids)," said Andrew Harrington, an analyst at Paterson Securities in Sydney.

 

"There aren't that many big new coking coal assets out there and this one is very large and it's near to production."

 

A group of state-run Indian firms, including, have been looking at Riversdale and said on Thursday they would make a decision on a bid after their adviser Citigroup completes a due diligence in about two weeks. 

 

"Let the report come, and then we will take a view," C.S. Verma, chairmain of Steel Authority of India, one of the consortium members, told reporters.

 

Verma was replying to a question on whether the consortium would consider any possible alliance with Tata Steel for a bid.

 

Other interested parties taking a look at Riversdale include Anglo American , ArcelorMittal and Strata , sources familiar with the matter and fund managers have said.

 

Riversdale had held discussions with a number of parties on potential partnerships but was not in takeover talks with anyone else, Mallyon said, before heading to the beach after intensive negotiations to secure a deal with Rio ahead of the Christmas break.

 

"I've got the board on the (car) roof. When I told everyone I was going to a board meeting it wasn't the kind they were thinking about. I am ready for a nice surf," he said.

 

Rio needs acceptances from 50 percent of Riversdale shareholders, which would require getting agreement from at least one of the three big shareholders that together own about half of the company, according to Reuters data.

 

Riversdale's executive chairman and founder Michael O'Keeffe and Mallyon have offered their shares into the pre-bid agreement.

 

SURGING DEMAND, SOARING PRICES

 

Rio said the deal was in line with its strategy of developing large, long-life, low-cost assets. Riversdale may eventually supply 5-10 percent of the global market for coking coal, analysts say.

 

A 5 percent interest in Riversdale's main Bengal project had been set aside for the Mozambique government which is funding its stake with the help of international lenders, Riversdale said.

 

Rio's bid was just below Riversdale's last traded price of A$16,30 before trade was halted on Tuesday ahead of the announcement. Rio shares closed in Sydney 0,5 percent higher at A$87,20.

 

Rio said the offer was at a 46 percent premium to the one-month volume weighted average price of Riversdale shares up until Nov. 3.

 

Riversdale shares have risen more than 130 percent this year, helped by takeover hopes and riding a boom in commodity prices fuelled by soaring demand in China and India in particular.

 

A successful bid would cap off a boom year for mergers and acquisitions involving Australian-listed firms. About $7.2 billion of deals involving Australian companies have been announced in the last three days as companies raced to complete transactions before Christmas.

 

Another coal miner Whitehaven Coal has also invited interested bidders to conduct due diligence on the company.

 

The deal is a coup for Riversdale's O'Keeffe, who started out with MIMD Holdings, once Australia's largest copper and zinc miner and now owned by Strata. He later became managing director of Glencore Australia, holding the job for almost a decade before heading out on his own around 2004.

PARIS  - The world's largest steelmaker ArcelorMittal said on Saturday that it had raised its offer for Canadian miner Baffinland Iron Ore Mines to C$1,25 per share from a previous offer of C$1,10.

ArcelorMittal increased its friendly offer after Nunavut Iron Ore Acquisition Inc, backed by a U.S. private equity firm, said on Thursday it had acquired a total of over 15 million shares in a rival, hostile takeover bid. Nunavut raised its offer to C$1,35 a share on December 16.

The Luxembourg-based steel giant said in a statement that Baffinland's board of directors continued to recommend the bid, which would run out on Dec. 29.

ArcelorMittal has been seeking to expand its production of and long-term contracts for iron ore and coal, particularly as major suppliers Vale, Rio Tinto and BHP Billiton move to quarterly from annual contracts and pump up prices.

Nunavut Iron, which has been buying up Baffinland stock, said it had paid an average of C$1.2542 for the last chunk of over 6 million shares, raising the stakes in its takeover battle with ArcelorMittal.

Nunavut, a wholly owned subsidiary of Iron Ore Holdings LP, was incorporated in Canada in August specifically for the purpose of bidding for Baffinland.

Its parent company Iron Ore Holdings LP was incorporated in the United States for the same purpose. Both are backed by private equity firm the Energy and Minerals Group.

Baffinland is a Toronto-based junior mining explorer that is sitting on enough iron ore to supply all of Europe from its Mary River project on Baffin Island in the infrastructure-poor Canadian Arctic territory of Nunavut.

Rwanda Expects More Investments in Mineral Industry

 

The Rwandan Government is expecting increased investment in its minerals industry following the ban on mining in Congo, its neighbouring country.

 

Congo suspended mining in the North Kivu, South Kivu and Maniema provinces on 9 September 2010 to wrest control of the industry from mafia groups.

 

Since the ban, mining firms in Rwanda have boosted production, while the number of inquiries from miners interested in starting operations has increased.

 

Rwanda's Government is investing in geological data to attract more investment into the country.

 

Forestry and Mining Minister Christophe Bazivamo told Bloomberg that his department will determine the impact of the ban on exports in January.

Royal Nickel to make TSX debut

 

Toronto-based Royal Nickel Corp, which debuts on the TSX on Thursday, believes it will build the fourth biggest nickel sulphide mine globally in Quebec.

 

The company's board of directors reads like the pre-Vale who's who of nickel miner Inco, now known simply as Vale.

 

It includes former Vale VP Tyler Mitchelson as CEO, Scott Hand – former chairperson and CEO of Inco – as chairperson, and Peter Jones, who used to be Inco's COO.

 

The board even boasts a former commanding officer of the Snowbirds aerobatic squadron and retired lieutenant colonel in the Canadian Air Force, in the form of Tom Griffis.

 

Royal Nickel's 100%-owned Dumont project, located in the Abitibi mining camp, contained a measured resource of 156-million tons at 0,29% nickel, and an indicated resource of one-billion tonnes at 0,27% nickel.

 

Testwork at the project began in 2007, which showed encouraging sulphide mineralisation, but poor recoveries, a report by consultants at Micon showed.

 

Changes to the process plant design significantly improved recoveries.

 

Minerals Associates built a mini-pilot plant for Royal Nickel this year.

 

Micon estimated a total capital expenditure of C$3,5-billion for a 100 000 t/day mine and plant, 142,2-million lbs of nickel in concentrate at average cash costs of $3,87/lb for a 25 year project life.



In its prospectus, Royal Nickel said the project would likely begin producing in 2015, reaching full production the next year.



According to Micon, Royal Nickel aimed to complete a prefeasibility study on Dumont next year.

 

Royal Nickel was selling units and flow-through units comprising shares and warrants, to raise C$45-million.

 

Nickel was selling for $24 785/t to cash buyers on the London Metals Exchange on Tuesday, compared to $17 000/t one year ago.

Russia's PM informed about potash merger-spokesman

Russia's Prime Minister Vladimir Putin has been informed of a merger between the country's two major producers of fertiliser component potash, his spokesman Dmitry Peskov told Reuters on Wednesday.

 

"He is informed about the ongoing merger between Uralkali and Silvinit," Peskov said by telephone.

 

Peskov's comments effectively confirm long-standing speculation that the two producers may merge.

 

No major merger or acquisition, particularly involving natural resources, goes ahead in Russia without the knowledge of Russia's powerful prime minister.

 

A spokesman for Uralkali could not immediately be reached for comment.

 

Uralkali and Silvinit have been widely tipped as merger partners since the Russian billionaire Suleiman Kerimov and associates bought controlling stakes in both companies during the summer.

South Korea's coal imports rose 16 percent in Nov to 9.2 million tonnes, up from 7.9 million tonnes a year ago, data from the Korea Customs Service showed on Dec 15, Reuters reported.



Meanwhile, imports of liquefied natural gas (LNG) by South Korea, the world's No.2 buyer after Japan, rose for a tenth month in Nov, driven by strong demand for power generation as Asia's fourth largest economy recovered.



South Korea imported 3.5 million tonnes of LNG in Nov, a 35 percent rise from 2.6 million tonnes a year earlier, according to the Customs.

Xstrata to Invest $1.36bn in Australian Coal Mine

Xstrata is developing the Ravensworth North open cut coal mine in the Upper Hunter Valley of New South Wales, Australia, for a total investment of $1.36bn.

 

Located within the existing Cumnock Coal and Ravensworth complex, the mine will produce eight million tons per annum of export thermal and semi-soft coking coal at full production, with a mine life of approximately 26 years.

 

The firm expects to commence construction in early 2011, subject to the receipt of regulatory approvals.

 

First coal is expected to be delivered in July 2012.

 

The Ravensworth North project is jointly owned by Cumnock No 1 Colliery (Xstrata Coal) with a 90% interest and ICRA Cumnock (Itochu) with a remaining 10% interest.

China Nov coal export dips 12 pct YoY -- NEWS

China exported 1.28 million tonnes of coal in Nov this year, according to the latest data issued by the General Administration of Customs (GAC).



According to the Dow Jones Newswires, the export fell by 12 percent as compared with 1.43 million tonnes last year, but a little higher than 1.21 million tonnes in Oct.



During the first first eleven months, China exported 17.58 million tonnes of coal, falling 13.5 percent from the same period last year, data show.



And China exported 360,000 tonnes of coke and semi-coke in Nov, totaling 3 million tonnes in Jan-Nov, much higher than the previous year.



The GAC did not publish coal and coke imports data.

ArcelorMittal gets Canadian approval for Baffinland deal

Shares in Baffinland Iron Mines were still trading above the price being offered for the company by ArcelorMittal on Monday, despite news of Canadian regulatory approval for the deal and the continued absence of a higher bid.

 

ArcelorMittal has received a 'no action' letter from Canada's Commissioner of Competition, confirming that the regulator does not intend to challenge the steelmaker's acquisition of Baffinland and waiving a notification requirement for the deal.

 

Industry Canada has also told ArcelorMittal that the acquisition is not subject to review under the Investment Canada Act.

 

Baffinland's main asset is the attractive Mary River iron-ore project, on Baffin Island. The company had been looking for a partner to help develop and fund the $4-billion project, which includes port and rail development for the remote project.

 

ArcelorMittal, the world's biggest steel producer, agreed last month to offer C$1,10 in cash for each Baffinland share and C$0,10 each for the company's 2007 warrants.

 

The friendly agreement with Baffinland trumped an earlier hostile offer of $0,80 a share made by private-equity-backed Nunavut Iron Ore Acquisition.

 

Nunavut Iron Ore has since extended its own bid, but has not increased the price being offered.

 

The offer will be open until 11:59 Toronto time on December 20, unless withdrawn or extended.

 

Shares in Baffinland closed unchanged on Monday, to C$1,14 apiece by 15:59 in Toronto.

Xstrata to Spend $23bn on Expansion

Xstrata will spend £14.5bn ($23bn) over the next six years on mining operations and expansion, with a focus on coal, copper and nickel projects.

 

The firm said that its expansionary capital expenditure is expected to be $6.8bn for 2011, with investment primarily in coal, copper and nickel projects.

 

The expenditure comprises 20 approved major projects accounting for $14bn, 14 projects that are due for approval in the next 12 months accounting for $7.5bn, and $1.3bn to fund more than 25 projects in scoping and feasibility development.

 

Xstrata CEO Mick Davis said that the firm has accumulated the world-class options, alongside opportunistic M&A, demonstrating the core strengths of opportunism, flexibility and entrepreneurialism.

 

"By investing in these organic options through the downturn and triggering, early in the recovery, the commencement of projects which had completed their feasibility studies, Xstrata is once more positioned to pre-emptively deliver industry leading growth, resulting in the next transformation of our business," added Davis.

African Minerals Receives Phase 1 Funding for Tonkolili Project

 

African Minerals has received phase 1 funding for the development of its Tonkolili project in Sierra Leone, West Africa.

 

The company received $370m through a loan facility, with 10% remaining subject to Canadian regulatory approval.

 

Phase 1 is designed to deliver a production capability of 12Mtpa of Direct Shipping Ore as lump and sinter fines with a grade in excess of 58% Fe. The first ore is expected to be loaded for export in Q4 2011.

 

As part of phase 1, the firm has recently commissioned BCM Group as the mining contractor.

 

The operating cost of phase 1 is estimated to be approximately $27.50 per ton, according to the firm.

Ivanhoe Oks $2,3bn Oyu Tolgoi budget for 2011

Vancouver-based Ivanhoe Mines has approved a $2,3-billion capital budget for the big Oyu Tolgoi copper/gold project in Mongolia next year.

 

Shares in Ivanhoe rose 2% on Monday, to C$24,73 apiece by 16:00 in Toronto.

 

The company said on Monday that 2011 will be the peak year of construction activity on the first phase of the operation.

 

Ivanhoe owns 66% of the Oyu Tolgoi project and the Mongolian government holds the other 40%. The mine is expected to start production towards the end of 2012.

 

"Our ramp-up to full-scale construction during 2010 was so successful that we now are targeting to deliver the first ore to the concentrator up to six months earlier than previously projected," Ivanhoe president John Macken said in a statement.

 

"Oyu Tolgoi should be making its first sales of copper and gold in concentrate produced from ore from the Southern Oyu open pit during the fourth quarter of 2012."

 

Ivanhoe said last week that it had reached a new agreement with shareholder Rio Tinto, which would result in Rio assuming management of the $6-billion project, as well as taking a bigger stake in Ivanhoe and helping with financing efforts.

 

Assuming all the transactions under the new agreement close and Rio exercises all the Ivanhoe warrants it holds, the group will own 48,4% of Ivanhoe.

 

Rio has also agreed to work with Ivanhoe on a "comprehensive" finance package for the Oyu Tolgoi project, and will provide Ivanhoe with $1,8-billion in interim financing in the meantime, the firms said last week.

 

The project has been designed to allow for future capacity expansions wherever possible, Macken said on Monday.

 

"Our plans call for initial production of 100 000 tons of ore per day and we expect to move to between 150 000 and 160 000 tons per day when ore from the underground mine becomes available."

 

The Oyu Tolgoi mine is expected to produce more than 1,2-billion pounds of copper and 650 000 oz of gold a year in the first ten years of operations, Ivanhoe said in May this year.

Nonferrous exploration budgets jumped 44% this year - MEG--From www.stone-crusher.org

Mining companies increased their spending on exploration this year by some 44% compared with 2009, according to a report published on Thursday by Canada's Metals Economics Group (MEG).

 

Exploration budgets increased in response to higher prices and more stable market conditions, spending was clearly focused on regions that are viewed as having lower political risk, while exploration in higher-risk jurisdictions showed only slight increases, MEG noted.

 

Overall, the industry budgeted about $12,1-billion on exploration for what the report labels 'nonferrous metals', which includes precious and base metals, diamonds, uranium and some industrial minerals, but excludes iron-ore, aluminium, coal, oil and gas.

 

After rising for six years to a record high of $14,4-billion, nonferrous exploration budgets tracked by MEG dropped 42% in 2009, as the industry responded to the global economic crisis and declining prices for almost all commodities.

 

However, metals prices have since recovered, and companies of all sizes have increased their average exploration allocations this year.

 

"In particular, the significant improvement in the availability of equity financings for the juniors over the past 12-18 months has allowed this group to account for the largest share of the overall increase in exploration spending this year," MEG commented.

 

RESOURCE NATIONALISM

 

The report notes that the industry's appetite for risk has not returned to the levels experienced before the economic downturn, as evidenced by the lower percentage of exploration spending in 'riskier' jurisdictions.

 

"Companies continue to face the threat of resource nationalism, as more countries openly consider or enact windfall and resource rent taxes, increase royalties, or impose other controls on foreign companies such as revoking or freezing licenses for 'review'," MEG said.

 

"As a result, exploration in a number of countries considered to be higher risk continued to fall in 2010, despite the sharp rise in overall exploration, while other countries with elevated risk profiles showed only modest increases far below the global average."

 

MEG's 2010 exploration estimate is based on information collected from more than 3 200 mining and exploration companies worldwide, of which more than 2 200 had exploration budgets in 2010.

South Africa down to ‘staggeringly low’ 500 mining engineers – Gold Fields

South Africa is down to a "staggeringly low" number of only 500 practising mining engineers whose average age is a high 47, says Gold Fields CEO Nick Holland.

 

Holland, who addressed a high-level University of Johannesburg (UJ) function to mark his company's latest contribution to arresting South Africa's skills decline, adds that there is a similar scarcity of middle managers.

 

He points out that mine manager certifications have declined from 123 in 1997 to a mere 25 in 2008, with the 25 emerging from an original 822 applications.

 

Gold Fields has been praised by South Africa's Mineral Resources Minister Susan Shabangu for investing R26-million in the development of mining skills.

 

The gold company is providing a three-year financial underpin of the mining engineering faculties at both the University of the Witwatersrand (Wits) and UJ.

 

"It's critical that we start increasing the graduate pipeline," says Holland.

 

In addition to the R26-million three-year pledge to the two universities, Gold Fields spends R200-million a year on education and training that includes basic literacy.

 

At its own academy, the company has produced certified mine managers from people who arrive unable to read or write English.

 

UJ engineering dean Professor Tshilidzi Marwala says that the Gold Fields funding will be directed at UJ's school of mining, metallurgy and chemical engineering, which has 396 students and which graduated 112 students this year.

 

UJ provides the national mining diploma and the Bachelor of Technology (BTech) degrees in mining engineering, which Holland describes as important building blocks to increase the number of mine manager certifications.

 

UJ vice-chancellor Professor Ihron Rensburg says that UJ produces one in five of South Africa's engineers a year and has recently completed a R500-million investment project at its campus in Soweto, where it will offer two doctorate, three masters and honours, five bachelor degree and seven diploma programmes.

 

"It's the first township campus to receive such a major investment," Rensburg adds.

 

Of UJ's 12 000 first-year places a year, 1 000 are to be reserved for the children from schools that serve South Africa's lowest-income communities.

 

Rensburg says that the university's key strategic goal is to establish itself as South Africa's leading science and technology university and to enhance its mining engineering offering.

 

UJ intends to establish an accredited workplace-learning centre at its Doornfontein campus that will provide the work experience that students require prior to graduating.

 

While South Africa's 4 600 engineers of all disciplines officially represent a 15% shortfall, Holland believes the real shortfall to be considerably greater.

 

The capital injection that Gold Fields has provided at Wits has been used for the expansion of the fourth quadrant of the Chamber of Mines building that houses the faculty of engineering, as well as the upgrade and equipping of the new 200-seater "world first" mine design laboratory.

Gold bounces from lows; jewellers buy

Gold rebounded on Monday after an early drop spurred buying from jewellers in Asia, but further gains could be limited by a rally in the US dollar amid persistent euro zone debt concerns.

 

Investors also closely watched an escalating tension in the Korean peninsula, although dealers said there were no signs of buying related to the crisis sparked by North Korea's artillery attack on a southern South Korean island.

 

Spot gold added $1.46 to $1,363.19 an ounce by 0327 GMT, having hit an intraday low at around $1,353 -- not far from a low around $1,350 seen last week. Bullion was below a lifetime high around $1,424 struck in early November.

 

According to a Reuters market analyst, Wang Tao, spot gold may extend its fall towards $1,329.45 per ounce as a big downward wave "C" is progressing.

 

"For today, I would look at support for gold at about $1,350. However, I think if we see a breach of this level, then we could see gold retreating further," said Ong Yi Ling, investment analyst at Phillip Futures in Singapore.

 

"For the week ahead, I will also expect gold prices to pass some of its gains that was accumulated earlier. Currently the gold and the dollar is having a pretty strong inverse relationship."

 

U.S. gold futures rose $1.1 an ounce to $1,363.5 an ounce.

 

The euro slipped to its lowest in two months against the dollar as the market looked past a rescue package for Ireland to other euro zone economies and a euro zone crisis resolution mechanism.

 

EU finance ministers endorsed an 85 billion-euro loan package to help Dublin cover bad bank debts and bridge a huge budget deficit, and approved outlines of a permanent crisis-resolution system which could make private bond holders share the burden of restructuring sovereign debt bought after 2013.

 

"The dollar is so strong, but we see buying on the physical side when trading started in Asia. That helps the market a bit. Some Chinese guys may be buying a bit," said dealer in Hong Kong.

 

"I would think $1,350 is a good support for gold, but I don't think we will go down too much even if we break that level."

 

Silver also bounced on firmer gold, platinum was flat, while palladium barely moved.

 

The world's largest silver-backed exchange-traded fund, iShares Silver Trust, said its holdings slipped to 10,711.23 tonnes by November 26 from an all-time high of 10,893.68 tonnes by Nov 23.

 

In other markets, the Nikkei edged higher as the yen softened against the dollar, oil rose past $84 and the dollar gained on fears of a financial market contagion engulfing other euro zone economies.

JSW Energy Acquires CIC Energy

 

India's JSW Energy has acquired Canadian coal company CIC Energy for C$422 (US$414m) and will receive coal mine assets in Africa as a result of the transaction.

 

CIC Energy owns and develops coal mines in Botswana, Africa, with reserves of about 2.6 billion tons of thermal coal, used primarily by power plants.

 

JSW said the acquisition will help it meet its long-term coal requirements for its existing power projects and allow it to accelerate the expansion of its projects that rely on imported coal.

 

The acquisition is scheduled to be completed by March 2011.

Gold Hawk, Tetra Tech Sign Contract for Oracle Ridge Copper Mine

 

Gold Hawk Resources has signed a contract with Tetra Tech for environmental baseline studies for the Oracle Ridge Copper Mine, located in Pima County, Arizona, US.

 

Gold Hawk vice-president of operations Vic Rozon said it is a critical first step in bringing the Oracle Ridge Mine back into production.

 

Oracle Ridge is an underground mine with 11 miles of workings and has not been in production since 1996.

 

It is expected to process an estimated 2,000t of ore a day once its works are permitted.

Channel Resources Resumes Exploration Drilling at Tanlouka Project

Channel Resources has resumed exploration drilling at the Tanlouka gold project in Burkina Faso, West Africa, with a 10,000m reverse circulation programme.

 

Initial drilling programme at Tanlouka's Mankarga Zone has resulted in the discovery of two separate mineralised zones in target areas 1.3km apart.

 

The targets have been outlined by soil geochemical and magnetic anomalies, high resistivity and chargeability structures, as well as extensive artisanal workings.

 

The company has expanded the drill programme for an additional 10,000m of reverse circulation drilling in approximately 65 holes at Mankarga 5.

 

A second focus of drilling is the Mankarga 1 structure, which is characterised by an east-west trending sheared and silicified gabbroic unit that is parallel to the magnetic fabric.

Mercator adjusts financial statements

Vancouver-based Mercator Minerals has amended its financial statements for the second and third quarter to reflect a mistake reported earlier this month, as well as further changes identified since then, the company said on Monday.

 

Mercator said on November 18 it had found an error related to copper revenue recognition, which would lower revenue and profit for the third quarter.

 

The firm has since also made additional amendments to the second- and third-quarter statements to account for the non-cash accounting effects of its copper hedging programme entered into during the second quarter, it said on Monday.

 

The changes resulted in increased net earnings for the second quarter to $23,43-million, compared with the previously reported $2,88-million.

 

However, third-quarter net earnings have been adjusted to a $75,88-million net loss, from the $10,68-million initially reported.

 

The company had said in its November 18 statement that third-quarter net-income would be revised down to $3,49-million.

 

Mercator operates the Mineral Park copper/molybdenum operation in Arizona and also has a copper project in Mexico.

 

The company reiterated that the changes had no effect on production figures.

 

Shares in Mercator declined 0,6% on Monday, to C$3,35 apiece by 16:00 in Toronto.

Mine flooding traps at least 7 in central China

At least seven miners were trapped in a flooded colliery in Xiangtan City in central China's Hunan Province, local authorities said early morning on Dec 1, Xinhua News Agency reported.



The accident happened at 11:40 p.m. Nov 30 in Yide Coal Mine in Xiangtan County of Xiangtan City, a spokesman with the county government told Xinhua.



No further details are available and rescue work is underway.

Anglo gives glimpse of Mine 2030 vision as it funds world-first Wits mine lab

Global mining major Anglo American gave a glimpse of its futuristic Mine 2030 vision as it provided a R9-million funding underpin for Wits University in South Africa's world-first mine design laboratory.

 

Anglo Chairman's Fund chairperson Norman Mbazima, who spoke to Mining Weekly Online on the sidelines of the official opening of the impressive new Wits facility, says that Anglo is targeting safe automated mining that is highly efficient and environmentally friendly.

 

"Our Mine of 2030 will seek to move as many people as possible out of harm's way," says Mbazima says, who lauds Wits for offering a design laboratory that has 100 networked personal computers and that projects data on to large floor-to-ceiling motorised screens that provide full lecturer/student interaction.

 

Anglo group head of mining Bill Abel tells Mining Weekly Online that the company is studying the advanced form that mining should take in 20 years' time.

 

"Our vision is to be a fully automated, zero-impact organisation," Abel adds.

 

He says that all the technology required already exists and needs to be configured in order to work cost effectively.

 

Alternative energy solutions are being examined to eliminate carbon footprints, with one Anglo mine studying the potential use of two kinds of solar energy.

 

Wits school of mining head Professor Fred Cawood says that the laboratory has been established to create "the next generation of mining engineers", who will be designing "the mine of the future" that is not only economically sound, but also environmentally responsible and good for health and safety.

 

"This is where the mine design action is going to take place," says Cawood.

 

Mining engineering undergraduate and postgraduate student numbers are standing at more than 3 800.

 

"There is no other mine design facility like this anywhere else in the world. We can accommodate up to 200 students at a time here," says Wits lecturer Bekir Genc, who project managed the building of the lab.

 

"Students numbers have been continuously increasing and we have had to repeat courses in the past because of the limited number of personal computers," Genc adds.

 

With 32 ceiling speakers allowing audible student/lecturer communication across a 500 m2 area, students now have arguably the best mine design lab in the world to do their capstone mine-design projects.

 

Wits vice chancellor Professor Loyiso Nongxa says that the university has an obligation to produce intellectual capital that is required by those investing in mining on the continent of Africa.

 

"This facility will help us to achieve that mission," Nongxa adds.

 

In the last three years, the private sector has invested a total of R50-million in the expansion of what is South Africa's oldest school of mining engineering, with sizeable contributions from Gold Fields, Xstrata and the London Metals Exchange.

Australia brings forward decision on carbon price

Australia's government intends to wrap up an agreement next year on pricing carbon, Prime Minister Julia Gillard said on Monday, testing the strength of her minority rule and pressing the accelerator on Canberra's climate change fight.

 

As world climate talks got underway in Mexico, Gillard said the government would bring forward by a year a decision on how to price carbon emissions, but left unclear whether a previous 2013 date for implementation of any scheme would stay in place.

 

Ruling Labor, she said, had to find a way to break a deadlock in the parliament over laws to price polluting emissions that conservative opponents have warned will massively drive up electricity and transport costs for voters.

 

 

"This Parliament is the master of its own destiny," Gillard told reporters. "I've said that 2011 needs to be the year that the nation decides on how we price carbon, with sufficient consensus that it can be legislated."

 

Labor won a second term in August elections, but needs support from three independents and a Green lawmaker to remain in power, leading to concern that Gillard's government might not survive a three-year term and be rocked by instability.

 

A decision in April not to pursue a cap-and-trade scheme to fight carbon emissions by the world's biggest per-capita emitter led many green-leaning voters to punish the party.

 

It also exacerbated industry uncertainty about climate policy, with Australia needing A$100-billion in fresh investment over the next decade to replace ageing coal-fired power stations providing 80% of its electricity.

 

Gillard's drive to overcome three rejections of carbon trading by lawmakers comes as officials from almost 200 nations gather in Mexico to try to agree on modest steps to slow climate shift.

 

Few expect the November 29 to December 10 meeting to reach an agreement to extend the present Kyoto climate pact beyond 2012, with the US at loggerheads with China, and hobbled in its own push to curb emissions after divisive recent elections.

 

Australia's government had previously aimed to start carbon trading with a A$10 ($9,64) fixed permit price by 2011-12, moving to full trade from 2012-13 to achieve a reduction in emissions of at least 5 percent over 2000 levels by 2020.

 

Gillard, stung by criticism that her government had not been bold enough on promised economic reforms, said 2011 would be a critical year to "walk the reform road", delivering on promises of health, pension increases, as well as carbon pricing.

 

"We need to force this matter through in 2011, that is through to a decision," she said. Aiding Labor will be a re-cast upper house Senate from July 1 dominated by sympathetic Greens.

 

Miners including BHP Billiton have warned the lack of a price on carbon is discouraging investment in renewable and clean-energy sources to replace ageing coal-fired power stations, while hampering low-carbon industry development.

 

The absence of a national scheme is also stoking fears among investors that state governments develop their own, widely diverging climate policies: a concern exacerbated at the weekend by elections in Victoria state.

 

The election delivered a surprise victory for opposition conservatives opposed to carbon pricing. The conservatives are also expected to win elections early next year in heavyweight New South Wales state, and possibly Queensland after that.

 

"The carbon tax that she ruled out before an election has now been ruled in since an election, and what that means is a massive increase in the cost of living for Australian households," conservative opposition leader Tony Abbott told parliament after Gillard's speech.

 

Gillard has set up a cross-party committee to advise on how to price carbon, and lawmakers will spend the next year deciding on a carbon tax or market-based system, or a mix of both.
